Reviewing the available skin data, extensive human clinical patch testing showed Polysorbate 20 had little potential for skin irritation, sensitization, or phototoxicity, although guinea-pig maximization testing produced moderate-to-strong sensitization; the panel concluded the polysorbates are safe as cosmetic ingredients.
