This safety review concludes phenoxyethanol has broad-spectrum antimicrobial activity with only a weak effect on resident skin flora, is a rare sensitizer, and is deemed safe by the EU SCCS for all consumers including children up to 1%; systemic adverse effects occurred in animals only at roughly 200-fold higher exposure than from cosmetics.
